Notice is hereby given that the Salem County Inter Agency Council of Human Services (IAC) is requesting proposals for Emergency Food and Shelter Program (EFSP) Phase 41 grant funds. Total EFSP Phase 41 funding available is $34,068.00
Phase 41 funding may be used for funds spent backdated to October 1, 2022 through December 31, 2024. EFSP funds are to be used to supplement and expand on-going efforts to provide shelter, food, and supportive services. Eligible services and expenditures may include:
- Food services- Congregate meals; Food purchases; Home delivery meals; Transportation for food pick/up delivery, public transport to food or shelter site
- Shelter services- Mass shelters; Hotel/Motel stays (up to 90 days per phase);Transportation
- Rent/mortgage (up to 90 days per phase)
- Utility Services (up to 90 days per phase)
- Feeding/Shelter Supplies Equipment – Cleaning products; Cots and bedding; cookwareand appliances; paper goods/bags; hygiene products and diapers (up to $300 per item)

To apply for EFSP funding, bidders must email the Salem County Inter Agency Council to obtain The Request for Proposals. The Request for Proposals will be provided at no cost to the bidder.

Potential proposers are cautioned that they are proposing at their own risk if a third party supplied the RFP document that may or may not be complete. The IAC is not responsible for third party supplied RFP documents.
The Requests for Proposals Timeline is as follows:
- September 19th, 10AM Opening of Bid Period
- September 26th, 5PM Deadline to submit questions. Questions must be emailed to Amy Peterson at .
- October 1st, 5PM All answers to all questions will be shared via email to all individuals who requested an RFP
- October 14th, 10AM Proposals due. Proposals must be emailed to Amy Peterson at .
- October 18th, 5PM Awards will be announced
Proposals must be submitted to the Salem County Inter Agency Council, via email to Amy Peterson at no later than Monday, October 18th, by 10AM at which time proposals will be opened. Any proposals received after said opening, whether by email or otherwise will be returned unopened. No proposals will be accepted after the above referenced date. The subject line of the email should read “Proposal for EFSP Funds.” Emailed bids will be acknowledged by the recipient. The IAC assumes no responsibility for delays in any form of email service causing the proposal to be received at the IAC later than the above referenced scheduled opening. Nothing herein is intended to exclude any responsible firm or in any way restrain or restrict competition. All responsible firms are encouraged to submit proposals.
The Salem County Inter Agency Council reserves the right to reject any or all proposals submitted incorrectly or incomplete. The IAC further reserves the right to waive any defect or informality in any proposal should it be in the best interest of the County.
Any agencies that participated in EFSP in the past MUST resolve any outstanding compliance issues PRIOR to the release of new funds.
Bidders are required to comply with the requirements of P.L. 1975 c. 127 (N.J.A.C. 17:27 and N.J.S.A. 10:5-31) Affirmative Action, and P.L. 1977, c. 33 (N.J.S.A. 52:25-24.2) Corporate Disclosure.
This Request for Proposals does not constitute a bid and is intended solely to obtain competitive proposals from which the IAC may choose contractor(s) that best meet the County’s needs. The IAC intends to award any contract(s) for these services pursuant to N.J.S.A. 40A:11-5(1)(a)(i).
