The Public Works Committee of the Salem County Board of County Commissioners invites sealed Proposals and Qualifications for Professional Services for REBID FULL SERVICE RIGHT-OF-WAY CONSULTANT SERVICES FOR THE FIVE POINTS AND SIX POINTS ROUNDABOUT PROJECTS FOR THE COUNTY OF SALEM.
A “Request for Proposal and Qualifications” (RFP/RFQ) document may be obtained daily between 8:30 AM and 4:30 PM from the Salem County Engineer’s Office, Fifth Street Complex, 110 Fifth Street, Suite 600, Salem, New Jersey 08079, it can be mailed on telephone request to (856) 935-7510, extension 8549 or e-mail request to . If you intend to appear in person to pick up the RFP/RFQ document for these Professional Services you MUST call the Salem County Engineer’s Office at (856) 935-7510 extension 8549, one (1) day in advance in order to be registered to enter the building. During the call you will be asked a series of questions that must be answered prior to being approved for building access. Be advised you MUST wear a mask to enter the building and you will be required to submit to a temperature check. You will be permitted only into the Lobby to pick up the RFP/RFQ from the Sheriff’s Officer stationed at the door.
This “Request for Proposal and Qualifications” (RFP/RFQ) document is official notification of needed professional services. This RFP/RFQ is being issued to solicit a Proposal from firms pre-qualified by the New Jersey Department of Transportation to perform professional Right-of-Way Acquisition Services on Federal and State funded projects. The project design, construction and right-of-way costs are being funded through the Federal Highway Administration (FHWA), Highway Safety Improvement Program. The cost for the “Full Service Right-Of-Way Consultant Services” are to be funded with County Funds. A submittal does not guarantee that the firm will be contracted to perform any services but only serves notice that the firm desires to be considered.
Proposals shall be made in the manner prescribed. The Proposal shall be enclosed in a sealed envelope bearing the legend, PROPOSAL and QUALIFICATIONS for Professional Services for Full Service Right-of-Way Consultant Services for the Five Points and Six Points Roundabout Projected for the County of Salem, on the outside along with the Name and Address of the Firm. The State of New Jersey does not currently permit Proposals to be accepted by e-mail or other electronic transmission. The Proposal shall be returned to the Salem County Engineer’s Office on or before 11:30 AM prevailing time on WEDNESDAY, OCTOBER 13, 2021. The Proposals will be opened by the County Engineer. Late Proposals will not be considered.
Salem County, in accordance with the provisions of Title VI of the Civil Rights Act of 1964 (78 Stat. 252, 42 U.S.C. § 2000d to 2000d-4) and the Regulations, hereby notifies all bidders that it will affirmatively ensure that any contract entered into pursuant to this advertisement, disadvantaged business enterprises will be afforded full and fair opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, or national origin in consideration for an award.
This proposal is being solicited through a “Fair and Open” process in accordance the N.J.S.A. 19:44A-20.4 et seq.
Firms are required to comply with the requirements of P.L. 1975, C. 127 (NJAC 17:27, et seq) Affirmative Action and P.L. 1977, C.33 (N.J.S.A. 52:25-24.2) Corporate Disclosure. Firms must abide by the New Jersey Prevailing Wage Act, P.L. 1963, Chapter 150.

In lieu of dropping off the RFP/RFQ in person we strongly request you use the US Postal System – Certified Mail, “Fed Ex”, “UPS” or other mail delivery service that will be able to confirm receipt of delivery. Salem County continues to receive mail and deliveries on a daily basis. If you intend to appear in person to drop off your RFP/RFQ you MUST call the Salem County Engineer’s Office at (856) 935-7510 extension 8549 one (1) day in advance in order to be registered to enter the building.
Be advised you MUST wear a mask to enter the building and you will be required to submit to a temperature check. You will be permitted only into the Lobby to drop off your RFP/RFQ to the Sheriff’s Office stationed at the door.
IMPORTANT INFORMATION RELATIVE TO THE BID OPENING
At the present time Salem County has decided NOT to postpone or cancel the receipt of Proposals. We are closely monitoring the evolution of the COVID-19 Pandemic and will issue an addendum should any change be necessary in our Proposal acceptance schedule or process. N.J.S.A. 40A:11-23 requires Salem County to conduct a physical “public opening” despite the Governor’s Executive Orders. Salem County will offer a public space at 110 5th Street, Conference Room 105 that enables us to adhere to the “Social Distancing” mandates that may be in place at the time of the Proposal opening. However, in order to safeguard all parties involved, we have restricted public access to our buildings and require ALL visitors to call in advance and schedule time with the Engineer’s Office in order to gain access to our Facility. This includes dropping off Proposal documents and attendance in person at Proposal openings.
In the interest of providing the most flexibility to interested parties and to adhere to the “Stay at Home” directives, Salem County will also provide the availability for all interested parties to participate in the Proposal opening by conference call. Ten (10) minutes before the scheduled opening, we will open a toll-free phone line that you will be able to access by calling 605-313-4433. When prompted enter access code 237016#. Before the Proposal opening you will be asked to state your name and organization so it can be recorded on the sign-in sheet and you will be noted as participating remotely.
If you chose to attend the Proposal opening in person you assume all risk for any potential exposures. If you plan to attend the Proposal opening in person you MUST call the Salem County Engineer’s Office (856) 935-7510 extension 8549 no later than TUESDAY, OCTOBER 12, 2021 at 3:30 PM. At that time, you will be asked a series of questions prior to being registered to gain entry to the building. Be advised you MUST wear a mask to enter the building and you will be required to submit to a temperature check. You will have limited access only to Conference Room #105 for the Proposal opening. No other access throughout the building will be permitted.
