NOTICE IS HEREBY GIVEN that sealed RFP responses will be received by the Salem County Purchasing Agent, on March 4th at 11:00AM prevailing time in the Salem County Administration Building, Office of the Purchasing Agent, 110 Fifth Street, Suite 400, Salem, New Jersey, 08079, at which time and place responses will be opened for:

This “Request for Proposal and Qualifications” (RFP/RFQ) document is official notification of needed professional services. This RFP/RFQ is being issued to solicit a Proposal from firms qualified to perform professional engineering services on federal aid projects. A submittal does not guarantee that the firm will be contracted to perform any services but only serves notice that the firm desires to be considered.

This project involves Federal funding participation through the Federal Highway Administration (FHWA). The County will conform to the procurement requirements by “Competitive Proposal Method” under the Brooks Act and Federal Policy Guide 23 CFR 172A. The selection of a consultant must result from negotiations that utilize a qualification based selection process. The process and any resulting contract must first be reviewed by the New Jersey Department of Transportation prior to use or execution.
Proposals shall be made in the manner prescribed. The Proposal shall be enclosed in a sealed envelope bearing the legend, PROPOSAL and QUALIFICATIONS for Professional Services for FY 2026 Preliminary Engineering and FY 2027 Final Design Services for Walnut Street, County Road #665 Resurfacing and Safety Improvements Project (from Grieves Parkway, a local road, M.P. 2.70 to East Broadway, NJ Route #49, M.P. 3.19, a distance of 0.49 miles) for the County of Salem, Federal Project #0665305, NJDOT Job #7112314, Salem County Project #26-1489, on the outside. The Proposals will be opened by the County Engineer. Late Proposals will not be considered.
This proposal is being solicited through a “Fair and Open” process in accordance the N.J.S.A. 19:44A-20.4 et seq. Firms are required to comply with the requirements of P.L. 1975, C. 127 (NJAC 17:27, et seq) Affirmative Action and P.L. 1977, C.33 (N.J.S.A. 52:25-24.2) Corporate Disclosure.
