Notice For Request For Proposals For Competitive Contracting
Notice is hereby given that sealed proposals for competitive contracting, not subject to public bidding pursuant to N.J.S.A. 40A:11-4.1 will be received by the County Purchasing Agent of the County of Salem. The following services have been established as priorities:
“Proposal for Providing Services and Programs for Salem County Senior Residents 60 Years of Age or Older and Limited Disabled Residents”

- Assisted Transportation
- Home Support:
- Certified Home Health Aide
- Caregiver Certified Home Health Aide
- Residential Maintenance / Heavy Chores
- Caregiver Residential Maintenance
- Community Support:
- Adult Day Services – Medical
- Caregiver Adult Day Services – Medical
- Legal Service / Legal Presentations
- Nutrition Services:
- Home Delivered Nutrition
- State Weekend Home Delivered Meals
- Congregate Nutrition
Specifications may be obtained daily between 9:00 AM and 4:00 PM from the Salem County Purchasing Department, 110 5th Street, Suite 400, Salem, New Jersey, 08079 or they will be mailed or e-mail upon telephone request (856) 935-7510, Extension 8401 or e-mail request to .
Proposals shall be enclosed in sealed envelopes bearing the legend, “Proposal for Providing Services and Programs for Salem County Senior Residents 60 Years of Age or Older and Limited Disabled Residents” on the outside. The proposals shall be returned to the Salem County Purchasing Agent by Thursday, September 26, 2024 at 11:00 AM, prevailing time, when they will be opened and read in public. Late proposals will not be considered.
A Non-Mandatory Pre-Proposal Submission Conference will be held at the Salem County Office On Aging Department, 110 Fifth Street. Salem, NJ 08079 on Thursday, September 12, 2024 at 9:30 AM prevailing time. Following the conference there will be a tour and inspection of the project site including the kitchen and food service-related equipment
Bidders are required to comply with requirements of NJSA 10:5-31 et seq. and N.J.A.C. 17:27 regarding Equal Employment Opportunity Laws and regulations.
Bidders are required to comply with the requirements of P.L. 1975, C. 127 (N.J.A.C. 17:27) Affirmative Action and P.L. 1977, C. 33 (N.J.S.A. 52-25-24.2) Corporate Disclosure.
