Bids Deadline: Thursday, September 26, 2019 at 2:00 PM

Notice is hereby given that sealed proposals for competitive contracting, not subject to public bidding pursuant to N.J.S.A. 40A:11-4.1 will be received by the County Purchasing Agent of the County of Salem. The following services have been established as priorities:

Proposal for providing Transportation for Salem County Senior Residents 60 years of age or older and Limited Disabled Residents, and General Population in a Designated Rural Area Provided by the Salem County Office on Aging and Disabilities.

Specifications may be obtained daily between 9:00 AM and 4:00 PM from the Salem County Purchasing Department, Fifth Street Office Complex, and 110 Fifth Street, Suite 400, Salem, New Jersey 08079
Or they may be mailed on telephone request (856) 935-7510, extension 8401 or e-mail request to purchasing@salemcountynj.gov .

Responses shall be made on the forms and submitted in the manner designated within the specifications. They shall be enclosed in sealed envelopes bearing the legend, “Proposal for providing Transportation for Salem County Senior Residents 60 years of age or older and Limited Disabled Residents, and General Population in a Designated Rural Area Provided by the Salem County Office on Aging and Disabilities.” on the outermost package. The bids shall be returned to the Salem County Purchasing Department 110 5th Street, Salem, NJ 08079 no later than Thursday, September 26, 2019 at 2:00 PM, prevailing time, when they will be opened and read in public at Salem County Fifth Street Complex, 110 Fifth Street, Conference Room 105, Salem, NJ 08079. Late bids will not be considered.

A Non-Mandatory Pre-Proposal Submission Conference will be held at the Salem County Fifth Street Complex, 110 Fifth Street, Suite 400, Salem, NJ 08079 on Thursday, September 5, 2019 at 10:00 AM. Immediately following this conference, the attendees will have an opportunity to view several of the County’s vehicle fleet which will be sub-leased under this contract. Respondents are strongly encouraged to attend this meeting.

Bidders are required to comply with requirements of NJSA 10:5-31 et seq. and N.J.A.C. 17:27 regarding Equal Employment Opportunity Laws and regulations. Disadvantaged Business Enterprise (DBE), in accordance with the Department of transportation (DOT) Regulations 49 CFR Part 26, shall have the maximum opportunity to participate in the performance of this contract. A race DBE goal has been assigned for this project.

Bidders are required to comply with the requirements of P.L. 1975, C. 127 (N.J.A.C. 17:27) Affirmative Action and P.L. 1977, C. 33 (N.J.S.A. 52-25-24.2) Corporate Disclosure.
