Salem County, New Jersey shall receive sealed bids at Salem County Purchasing Department, 110 5th Street, Suite 400, Salem, NJ 08079 until 2:00 pm, Wednesday, March 24, 2021 to be publicly opened, and read aloud at the Salem County Old Courthouse 104 Market St. Salem, NJ 08079 in the second floor meeting room where social distancing requirements set forth under Governor Murphy’s EO 107 shall be accomplished for:

COURTHOUSE ADDITION AND ALTERATIONS TO THE SALEM COUNTY SUPERIOR COURT

There will be a non-mandatory Pre-Bid Meeting-Teleconference for all interested bidders at 2:00 pm, January 27, 2021 at the Salem County Courthouse Facility, 92 Market Street Salem, NJ 08079, and at https://global.gotomeeting.com/join/752471005.

Bids must be submitted on the standard Bid Proposal form provided by the County in the manner designated and must be enclosed in a sealed envelope bearing the title of the bid, name and address of the Bidder on the outside; addressed to Salem County, COURTHOUSE ADDITION AND ALTERATIONS TO THE SALEM COUNTY SUPERIOR COURT and delivered to the above address by the date and time set at the place herein. Salem County is not responsible for any hand delivered or third party delivered bids that do not arrive at the proper time or location. Any such bid will be returned unopened to the vendor. All documents contained in this package must be returned to Salem County in their original form. No substitutions, alterations, or modifications of any of the bid documents are permitted.

Salem County requires that a bidder submit with his/her bid, a bid guarantee in the form of a bid bond, certified check, or cashier’s check in the amount of ten percent (10%) of the bid. In no case shall the bid guarantee exceed twenty thousand dollars ($20,000). Bid bonds shall be from a surety company licensed to do business in the State of New Jersey. Bonds that are signed by an Attorney-in-Fact shall be accompanied by a certified Power-of-Attorney. – Failure to include this item will mandate rejection of bid.

Drawings and specifications (electronic format only) can be obtained upon a non-refundable payment of $15.00. The documents must be downloaded from the QuestCDN site AFTER someone registers and pays the fees. Bidders shall access the website portal by selecting the Public Information drop-down menu and picking the “Courthouse Bids” button. This takes you to the Quest portal page. Select the “My Quest Account” menu to find the sign-in and registration page. The fee noted above is to be paid within the website portal. Documents will be available beginning Tuesday, January 12, 2021. Questions regarding the bid must be made via e-mail to Jeffery Ridgway,  subject: “COURTHOUSE ADDITION AND ALTERATIONS TO THE SALEM COUNTY SUPERIOR COURT”. All questions must be received no later than 2:00 pm, Friday, March 5, 2021.

The Contractor also will be required to submit performance security, in the form of a Performance Bond, in an amount equal to one hundred percent (100%) of the total value of the Contract. At the time of bid submission, all bidders will be required to submit a Consent of Surety indicating that such surety will provide the Performance Bond if the bidder is awarded a contract.

No bid may be withdrawn for a period of sixty (60) days after the date set for the opening thereof.

This bid is being solicited through fair and open process in accordance with the requirements of N.J.S.A. 19:44A-20.4, and shall be in conformance with the applicable requirements of the “Local Public Contracts Law,” N.J.S.A. 40A:11-1 et seq.

The Contractor will be required to comply with requirements of N.J.S.A. 10:2-1 (Anti-Discrimination in Employment), N.J.S.A. 10:5-31 et seq. and N.J.A.C.17:27 et seq.  (Equal Employment Opportunity), 42 U.S.C. § 12101 et seq. (Americans with Disabilities Act), N.J.S.A. 52:32-44 (New Jersey Business Registration), and all bidders will be required to comply with the requirements of N.J.S.A. 52:25-24.2 regarding the submission of a list of all Stockholders, Members or Partners owning more than ten percent (10%) stock or interest in their Corporation, Limited Liability Company or Partnership.  All bidders are placed on notice that they are required to comply with all requirements of P. L. 1975, Chapter 127 and N.J.A.C. 17:27.

The Contractors and subcontractors must provide a copy of their State of New Jersey Business Registration Certificate issued by the New Jersey Department of Treasury prior to the time a contract is awarded or authorized.

Bidders shall not submit bids with qualifying conditions or provisions.

The County reserves the right to consider the bids for sixty (60) days after receipt thereof, and further reserves the right to reject all bids, waive minor informalities, in accordance with applicable law.

IMPORTANT INFORMATION RELATIVE TO THE BID OPENING

In lieu of dropping off proposal packages in person, you are strongly encouraged to use the US Postal System-Certified Mail, Fed Ex, UPS or other mail delivery partner that will be able to confirm receipt of delivery. Salem County continues to receive mail and deliveries daily. If you appear in person to drop off bid packages, you MUST call Salem County Purchasing at (856) 935-7510 x 8401 one day in advance to be registered to enter the building. You will be limited only into the lobby to drop off proposal packages.

At the present time, Salem County has decided NOT to postpone or cancel any scheduled bid/proposal opening. We are closely monitoring the evolution of the COVID-19 Pandemic and will issue an addendum should any change be necessary in our Bid/Proposal Acceptance schedule or process. N.J.S.A 40A:11-23 requires Salem County to conduct a physical “public opening”. Salem County will offer a public space at Salem County Old Courthouse 104 Market St. Salem, NJ, second floor, that enables us to adhere to the “Social Distancing” mandates that may be in place at the time of the bid/proposal opening.  However, to safeguard all parties involved, we have restricted public access to our buildings and require ALL visitors to call in advance and schedule time with the respective department to gain access to our facilities. This includes dropping off proposal packages and attendance in person at proposal openings.

In the interest of providing the most flexibility to interested parties and to adhere to the “Social Distancing” and “Re-opening” directives, Salem County will also provide the availability for all interested parties to participate in the proposal opening by video conference at https://global.gotomeeting.com/join/327484909. Before the bid/proposal opening you will be asked to state your name and organization so it can be recorded on the sign-in sheet and you will be noted as participating remotely.

If you choose to attend the proposal opening in person you assume all risk of any potential exposures.  If you plan to attend the proposal opening in person, you MUST call Salem County Purchasing at (856) 935-7510 x 8401 no later than Tuesday, March 23, 2021 at 9:00 am. At that time, you will be asked a series of questions prior to being registered to gain entry to the building. Upon your arrival at the building, you will have your temperature recorded by our Sheriff’s Officers. You will be limited access only to the second-floor conference room for the bid opening. No other access throughout the building will be permitted.
