Notice is hereby given that sealed proposals for competitive contracting, not subject to public bidding pursuant to N.J.S.A. 40A:11-4.1 will be received by the County Purchasing Agent of the County of Salem. Proposals for providing an Inmate Telephone System for the Salem County Correctional Facility will be accepted and considered.

Specifications may be obtained daily between 8:30 AM and 4:30 PM from the Salem County Purchasing Department, Salem County Administration Building, 94 Market Street, 2nd Floor, Salem, New Jersey 08079 or they may be mailed on telephone request (856) 935-7510, extension 8401. 

Proposals shall be enclosed in sealed envelopes bearing the legend, “Proposal for Providing an Inmate Telephone System” on the outside. The proposals shall be returned to the Salem County Purchasing Agent by Thursday, May 21, 2015 Friday, June 5, 2015 at 2:00 PM, prevailing time, when they will be opened and read in public. Late proposals will not be considered.

A pre-bid conference/tour shall be held on Wednesday, May 13, 2015, at 9:30 AM, prevailing time, at the Salem County Correctional Facility, 125 Cemetery Road, Woodstown, NJ 08098. This pre-bid meeting shall be followed by a tour of the service location listed herein. Prospective bidders are advised that attendance is highly recommended.

Bidders are required to comply with the requirements of P.L. 1975, c. 127 (N.J.A.C. 17:27) Affirmative Action and P.L. 1977, c. 33 (N.J.S.A. 52:25-24.2) Corporate Disclosure.
