Notice is  hereby given  that  the  Public  Works Committee of the Board of Chosen  Freeholders  of  the County of  Salem will receive sealed Bids for the “RESURFACING AND SAFETY IMPROVEMENTS TO COMMISSIONERS PIKE,  COUNTY   ROAD  #581,  PHASE 3  IN  ALLOWAY TOWNSHIP   FOR   THE  COUNTY  OF SALEM,  FEDERAL PROJECT  #STP-0147(110);  NJDOT JOB #7101309” in accordance with the Plans and Specifications therefore.

Plans and Specifications for this Project are on file in the Office of the Salem County Engineer, and may be inspected during regular business hours.  Copies of the Plans and Specifications will be forwarded upon proper request to the Engineer.

Bids must be submitted on standard proposal forms in the manner designated within the Specifications.  Bids must be submitted in sealed envelopes bearing the name and address of the Bidder on the outside along with the Project being Bid.  Bids will be opened and read in public in the SALEM  COUNTY  ENGINEER’S  OFFICE,   MANNINGTON  COMPLEX,   110  FIFTH  STREET, SUITE 600,  NEW  JERSEY  08079,  on  Wednesday, November 13, 2013 at 11:00 AM, prevailing time. All questions must be submitted to the Salem County Engineer’s Office in writing via fax transmitted to 856-935-7915 or U.S. Mail directed to the attention of James McKelvie, Salem County Engineer.   Deadline for questions relating to this project is 12:00 Noon on October 30, 2013. All Bids must be received on or before the scheduled time.  Not responsible for late delivery of Bids.  Bids must be accompanied by a CERTIFIED CHECK for FIFTY PERCENT (50%) of the amount Bid or an acceptable BID BOND.  A CONSENT OF SURETY from an approved Surety Company must also be submitted with the Bid.

Proposals are being solicited through a fair and open process in accordance with N.J.S.A. 19:44A-20.2, et seq., and as such, contractors are exempt from the limitations on making political contributions under that law.  Further, for that reason, as well as because of a language in the New Jersey’s Annual Appropriations Act, refusal to disclose campaign contributions otherwise required by N.J.S.A. 19:44A-20.2 et seq. and 19:44A-20.25 et seq., will not adversely affect your consideration for award.

This Project includes a goal of Awarding seven percent (7%) of the Total Contract value to Sub-Contractors, Equipment Lessors and/or Materials Suppliers which qualify as “Disadvantaged Business Enterprise”.  Suppliers are hereby put on notice that Prevailing Wage Rates Chapter 150; and Chapter 33 of Public Laws of 1977 will be enforced in this Contract.  Bidders are required to comply with the requirements P.L. 1975 c. 127.  Right is reserved to reject any or all Bids received and to limit purchases to funds available.
