The County of Salem will be accepting bids from qualified contractors for the provision of all necessary labor and equipment for the excavation of accumulated sediment from Avis Mill Pond in Pilesgrove Township.

The objective of this project is to substantively improve water quality at the County-owned recreation site through the excavation, dewatering and removal of accumulated sediments from within this impoundment. Information on the quality and quantity of materials to be excavated has been attached to the Project Bidding Specifications which also contains the County’s minimum administrative requirements in order to submit a bid to be considered.

Specifications may be obtained daily between 8:30 AM and 4:30 PM from Adams, Rehmann & Heggan Associates, Inc., 850 South White Horse Pike, Hammonton, NJ 08037-2019; telephone (609) 561-0482. The overall, non-refundable cost of the bidding package will be $75.00 payable to Adams, Rehmann & Heggan Associates, Inc. via cash or check by potential bidders.

Bids shall be made on the standard bid forms and submitted in the manner designated within the Specifications. They shall be enclosed in sealed envelopes bearing the legend, “Bid for the Avis Mill Pond – Sediment Excavation Project” on the outside. The bids shall be returned to the Salem County Purchasing Agent in the Salem County Purchasing Department located on the second floor of 94 Market Street, Salem, NJ 08079 by Thursday, June 19, 2014, 2:00 P.M. prevailing time, when they will be opened and read in public. Late bids will not be considered.

The County has no preference with regards to the specific means and methods utilized to accomplish the work scope, nor final disposition site(s) for the excavation material. The Technical Specifications include copies of the acquired NJDP Flood Hazard Are Permit (FHA IP #1709-09-0001.2) which includes a series of conditions to be followed. These specifications also include a design plan of the existing County-owned recreation facility depicting areas that can be utilized for material deposition equipment/vehicle staging and dewatering of sediment.

A pre-bid meeting has been scheduled for Thursday, May 29, 2014 at 10:00 AM at the site to discuss the project and address bidder questions.

Bidders are required to comply with the requirements of P.L. 1975, c. 127 (N.J.A.C. 17:27) Affirmative Action and P.L. 1977, c. 33 (N.J.S.A. 52:25-24.2) Corporate Disclosure.
